At the 15th session of the Parliament of the Azerbaijan Democratic Republic, held on February 18, 1919, the Law on the establishment of the security detachment of the Azerbaijan Parliament was adopted. According to the law, the "Majlis-i Mabusan Property Protection Unit" was established under the jurisdiction of the parliament. Podpolkovnik (lieutenant colonel) Nagy Alizadeh, who previously served as the commander of the first Tatar regiment, was appointed as the head of the security division.  "According to the law, a detachment of 200 individuals, including 8 senior soldiers and 192 soldiers, was to be created for the protection of the parliament. Its personnel had to be formed by the Presidium of the parliament and should be directly subordinate to the Presidium. An allocation of 2,200,000 manats was supposed to be made from the state treasury for the maintenance of the detachment."

After the establishment of Soviet power in Azerbaijan, the special security service underwent many changes but continued to develop as a necessary institution. Thus, in 1931-1935, the security department of the People's Commissariat of Internal Affairs (5th special division), in 1936-1972, the 2nd Division of the Internal Affairs Department of the Baku City Executive Committee, from 1972 to 1991, Azerbaijan It was called the Department of Protection of Party-Soviet Bodies of the Ministry of Internal Affairs of the SSR. After Azerbaijan regained its independence in 1991, this institution operated as a Security Department under the Presidential Office from September 25 to December 5. From December 5 of the same year, it continued its activities as a department for the Protection of Higher State Authorities and Management Bodies within the Ministry of Internal Affairs. By the decree of the President of the Republic of Azerbaijan dated February 25, 1992, the Security Service of the President of the Republic of Azerbaijan and the Ministry of Internal Affairs of the Republic of Azerbaijan established the Protection Department of the Supreme State Power and Administrative Bodies of the Republic of Azerbaijan on the basis of the Protection Department of the Supreme State Power and Administrative Bodies.

With the return of national leader of our people Heydar Aliyev to political power on June 15, 1993 at the request of the people, a new stage in the field of special state protection has begun in our country. The most successful and bright pages in the activity of this system are connected with the name of The National Leader of the Azerbaijani Nation Heydar Aliyev. Heydar Aliyev, the national leader exercising the powers of the President of the Republic of Azerbaijan, headed the Supreme State Power and Management Bodies of the Republic of Azerbaijan on the basis of the National Guard of the Republic of Azerbaijan, which was established on December 25, 1991 with the Department of Protection of the Supreme State Power and Management Bodies on August 23, 1993. On September 20, he signed the Decree on the establishment of the Security Department. With this Decree, he approved the Statute and structure of the General Protection Office.

By the Decree of the President of the Republic of Azerbaijan dated May 6, 2002, the General Protection Department of the Supreme State Power and Management Bodies of the Republic of Azerbaijan was named the Special State Protection Service of the Republic of Azerbaijan.

By the decree of the President of the Republic of Azerbaijan dated August 21, 2008, August 23 was declared as the professional holiday of the employees of the Special State Protection Service of Azerbaijan.

On March 16, 2020, the President of the Republic of Azerbaijan Ilham Aliyev signed the Decree "On improving management in the field of special state protection". According to the decree, Special State Protection Service of the Republic of Azerbaijan was abolished and three state bodies were established on its basis - the Security Service of the President of the Republic of Azerbaijan, the State Service for Special Communication and Information Security and the State Agency for the Protection of Strategic Objects.

The President of the Republic of Azerbaijan Ilham Aliyev approved the "Statute and structure of the State Agency for the Protection of Strategic Objects of the Republic of Azerbaijan" with the Decree signed on December 22, 2021.

By the Decree of the President of the Republic of Azerbaijan dated July 15, 2022, I.R. Abbasov was appointed the head of the State Agency for the Protection of Strategic Objects of the Republic of Azerbaijan.
